They probably look like average government workers. There's nothing very mysterious about how a numbers station operates. Knowing who they're talking to and what they're saying, though, is probably unknowable.

Oh wow, this is amazing! I love creepy music, and this definitely fits the bill (if you can really call it music). I'm drinking right now just to heighten the creepiness. It's working. Damn, I thought I just saw something outside my window, but it was just my reflection. I think I'm gonna close the blinds, otherwise I'm gonna freak out too much. I really should go to bed, but I'm afraid I'm going to have nightmares if I do.

dude, this stuff is so awesome and creepy in a strange way. the first time i ever heard a numbers station, i was only 13 years old, staying up late in the summer, listening to the AM radio in my room for no reason. i came across a weird station that kept repeating numbers and weird pauses and tones... three zero nine three one..... three zero nine three one....
