it's not the plugin, it's winamp itself. it's never been able to recognize and output a lot of unicode, which is why like 90% of european characters show up as question marks or incorrect A-breve's, etc

The voting system was never there to merge artists, it was there to give the developers an estimate of how accurate their fingerprinting algorithms are (you know those things that will actually eventually provide a big fix for all the multiple spellings of artists/albums/tracks etc.)
