  I've never been in Russia or have any information on it so I can't say. But Russia is also an enormous country, so you can't really blame them. Norway however is only surpassed by the balkans in terms of bad roads in Europe. It isn't easy though to build roads with all the fjords.

  @huskarlen I went to Norway in summer and in the winter too. I was very cold at first but then I got used to because I stayed there from november til february. It was really nice and cold weather is the best! I also loved playing in the snow and stuff like that. <3

  Basically because of the weather in combination with the worst roads in Europe. Either it's -20°C or 2 meters of snow. And now in March it's snowing one day while the next it's raining then the day after the roads have frozen. Still this is the most expensive country in the world.
